Another large set of changes

. Added .my.cnf file creation for root and andrew
. db.yml:
  . Tried lots of things to solve the issue of running the Ansible
    playbook multiple times. First time through root has no password
    but subsequent runs have root secured. I think this works but it
    feels clunky.
  . Added creating of maps user. Note that I couldn't get the username
    of "mapsadmin" to work because it was greater than 8 characters.
    Odd!
  . Added code to actually grab a current copy of the MAPS database from
    the current running defaria.com server. Need to be careful here.
. defariqa.ini: Added setting of timezone
. httpd.yml: Fixed syntax error in islnk. Change file to copy.
. Changed launch_server.yml to name instance to defaria.stage.
. Updated README.md
. Added some more secrets to db/vars/secrets.yml
. system.yml: Changed timezone handling. Need to work on setup_rc
  handline.
. Removing site.retry file (again)

. Added defaria.ini to add to PHP's include_path
. Created launch_server.yml. This creates the OpenStack instance
. Created genasys role
. Added my.cnf to db task
. Started using ansible-vault for several secrets in different areas
. Augmented db.yml to set root password, create andrew user and
  ~/.my.cnf and create the MAPS database. Still need to figure out how
  to best populate it.
. Changed httpd.yml to:
  . create directories for letsencrypt. We are carrying along our
    current keys, which are invalid for this new site, but we ill later
    use getssl or set up auto renewal so that new, valid keys will
    replace them.
  . Properly symlink both /var/www/html and /web to /opt/defaria.com
  . Fix up php.ini.
. Changed ordering in common tasks main.yml so that things like
  readline-devel is instead before attempting to install the
  TERM::ReadLine::Gnu Perl module
. Changed perl.yml to try to install cpanm. It does that but that puts
  cpanm in /usr/local/bin. The cpanm Ansible module then can't find it!
  Might change this to symlink /bin/cpanm -> /usr/local/bin/cpanm.
. system.yml: Added readline-devel and telnet. I use telnet for probing
  ports and severs like SMTP.

Removed letsencrypt

Instead, trying to automate the issuance and configuration of
letsencrypt from https://github.com/thefinn93/ansible-letsencrypt

Also changed to use import_tasks as well as use a new version of ansible
(2.4.1.0).

Updated README file.

Changed dovecot.yml to use include file instead.
